I'm a fractional Chief AI Officer, CTO, and CPO for mission-critical technology — newly independent, and founder of HARBOR Initiative LLC. I help organizations across defense, allied government, and the regulated enterprise turn hard-won expertise into AI-powered products. The credibility for that work was earned over nearly two decades inside the mission.
During BALTOPS 2017, I single-handedly ran the Combat Operations Center aboard the USS Arlington as the only data Marine selected from 1st Battalion, 23rd Marines. That operational authenticity carries through everything I build—from AI-powered defense products to production-grade systems deployed across 12+ Navy commands.
I don't just manage technology projects—I build technology products. As co-founder and CTO of Securranty, I shipped products from zero. Inside a defense modernization consultancy, I architected AI and data platforms that turned raw operational signals into decision-support tools under federal compliance constraints.
Two career-defining proofs of the approach: a CDAO-sponsored Air Force AI-driven decision-support framework (dual-use by design) and a $104M Navy NAVWAR prime award where, against three other bidders, technology was credited as the competitive differentiator — and the award survived a post-award protest.

A defense modernization consultancy on a nine-figure Navy IDIQ
Scaled from manager-level consulting to setting tech strategy across DevOps, AI, and data — for a federal client base spanning Navy and Air Force. Led full-lifecycle captures across 12+ Navy commands and architected the technology that won them. Two career-defining wins: • DoD Chief Digital & AI Office (CDAO) — Broad Agency Announcement for Gen AI Mission Solutions. Sole architect and developer of an AI-driven decision-support framework that automates financial and performance analysis across defense institutional data sources. Awarded through a CDAO BAA, contracted via SBIR Phase I, managed by the Air Force Digital Transformation Office. Modular, IL2–IL6, zero-trust, multi-classification, verifiable analytics with traceable source attribution. Dual-use by design — federal and commercial. • NAVWAR CEBO — $104M Navy prime. Architected the technical solution that won this 5.5-year SeaPort NxG task order against three other bidders. Won on technology, not price. Award survived a post-award protest — technical evaluation held under contest.
United States Marine Corps Reserve
Eight years of service spanning data systems, network operations, and C2 infrastructure. Supported multinational maritime exercises and Marine Air-Ground Task Force operations. Sole Data Marine selected from 1st Battalion, 23rd Marines to run the Combat Operations Center single-handedly aboard USS Arlington during BALTOPS 2017 — a NATO-anchored multinational exercise.
Three federal services contractors across NGEN and HQMC
Pentagon-floor defense work across three firms in two years: a major defense technology staffing prime (NGEN deployment leadership at Quantico), a Pentagon-based defense services contractor (VIP endpoint operations at HQMC), and a Marine Corps financial systems contractor (SABRS testing and HQMC P&R support). The foundation that made the consulting work later legible.
Securranty
Co-founded and shipped a mobile hardware management product from zero. Owned product strategy, technical architecture, and operational scaling. Stayed on as shareholder through 2014. The proof point that long predates the federal work: I have built and shipped products.
Self-employed across multiple practices
Founded and ran three businesses across web design + IT consulting, financial planning + tax consulting, and a tax preparation practice. Learned to sell, deliver, and scale from the ground up. The decade that taught me the difference between building a thing and selling the thing.
